With reference to my letter of 5 July 1879 and the 7th day, I am directed by the Earl of Kimberley to request for the consent of Earl Granville "You are to inform the Governor of Hong Kong, reporting the circumstances in which the Messageries Maritimes Steamship "Ava" was retained for some hours at Hong Kong on the 4th by a warrant issued by the Vice-Admiralty Court of the Colony.
Lord Kimberley proposes, with Lord Granville's concurrence, to approve the proceedings of Sir A. Kennedy in this matter.
A copy of this despatch has been communicated to the Lords Commissioners of the Admiralty.
